Deputy Malone had been brought into the small police department several years after Dougâs retirement. He was a thick-necked man who chose to shave his head even though he had been blessed with the genetics that removed the risk of male pattern baldness. His biceps were impressive, but there was a layer of fat across his body that attested to a diet with too much beer and pizza in it. His size and bulk were a bonus to his chosen profession, a tool to create submission by projecting an image of dominance.
He wasnât a great police officer. In fact, he was exactly the kind of officer you would dread encountering on a traffic stop on a deserted road just as the sun was starting to set. Malone had a sound understanding of the rules he was supposed to work under, and an in-depth knowledge of the laws he was here to enforce, but he had one of those minds that enjoyed the power of the badge a little too much.
Very little he did was for the benefit of the community.
Now, if there had been decent leadership over him, maybe the harsher side of his nature would have been kept in check, but his present boss wasnât much better. They werenât blatant with it, because folks in these parts had a tendency to be heavily armed and belligerent. Malone was acutely aware that if he pushed the wrong people too far, well, letâs just say local justice sometimes had a history of being delivered from the barrel of a twelve-gauge shotgun. Those he had to interact with on a day-to-day basis were thus spared much of his less than savoury side, unless they engaged in blatant criminality.
Malone was not averse to locking up those who threatened the law and order that he upheld.
His corruption was carefully focused, mainly aimed at the stream of tourists who came to the historic and picturesque town of Flounders Ferry, and everything he did always had a valid excuse behind it. His favourite was traffic stops of out of state vehicles whenever he caught them engaged in even the most minor of infractions. One mile over the speed limit was enough to see Malone pull you over, and then the fun would begin. It was devastatingly easy to use civil forfeiture laws to take anything that Malone suspected was involved with crime or illegal activity.
West Virginia was a very favourable state for the abuse of civil forfeiture laws. No conviction of the civilians involved was required, and one hundred percent of the money seized could be used by law enforcement. The surprising thing, therefore, was that such antics didnât happen more often.
You just had to see how well the small town was equipped to see how successful Malone was. The other two deputies were more righteous in their approach to law enforcement, but even they had been corrupted by the benefits such forfeiture laws could bring. And while the money never went directly into Maloneâs back pocket, his police cruiser was brand new and state of the art.
